If the applications are downloading, there might be some third-party services or startup items that might be interfering with Windows Store. So, you can disable some apps or startup things for all time to ensure the issue does not rise once more.<\/p>\n<p>However, for us, the applications started downloading by simply doing a perfect boot once.
