Reason for the error:
RAISE_APPLICATION_ERROR is a methodology to shoot up custom errors in Oracle. It is a procedure that takes an error number argument between the range -20000 to -20999.
Fix:
Since the number 3739 is not in this range, there must surely be some defect in the application.
