The purpose of writing authorization letter is that when a person would be unavailable for the required work to be done by the person then he/she may appoint someone on his/her behalf.
For the purpose of appointment of any one the person needs an authorization certificate from the respective department.
Hence he/she writes an authorization letter to the head of the respective department.
